The primary objective is to increase national and household food security and to improve the livelihoods of people on a farming, community and regional level through efficient and sustainable utilisation and development of water resources in agriculture.
The secondary objectives are to:
- Increase biological, technical and economic efficiency and productivity of water use
- Reduce poverty through water-based agricultural activities
- Increase profitability of water-based farming systems
- Ensure sustainable water resource use through protection, restoration and reclamation practices

The primary objective is to increase national and household food security, improve livelihoods of people and increase efﬁcient growth as well as equitable distribution of wealth on a farming, community and national level. The major challenge is to produce more food with the same or less water.
This requires empowerment and capacity building for all farmers, especially women, with knowledge and practical skills for correct investment, marketing, production and ﬁnancing decisions and actions. In this process, hunger must be eradicated, poverty reduced, new small farming businesses established and existing proﬁtable farming enterprises maintained.
Over the long term, sustainable agricultural activities and employment opportunities in rural and urban areas must be achieved, which implies obtaining beneﬁts for people who are presently using water for food production, without compromising future beneﬁts in food value chains.
