The WRC reports to the Minister of Water Affairs and Forestry through the Director-General of the Department of Water Affairs and Forestry. The members of the Board constitute the WRC’s governing body and are also the WRC’s Accounting Authority in terms of the Public Finance Management Act (PFMA).  The chairperson and members of the Board are appointed by the Minister for a period of three years.

The functions of the Board are carried out largely by five Board committees, namely:

• Remuneration
