Strategic adaptive management as a framework for implementing integrated water resource management in South Africa
Expanded Title:Analysis of the Inkomati CMA situation suggested that implementation problems Included the generation of too many plans/tools/strategies by consultants with too little engagement of users and on-the-ground issues and that fundamental concepts of the National Water Act such as the Ecological Reserve and institutional transformation were not embedded in DWAF or consultants’ world views. Neither consultants nor ICMA staff have experience or skills in “Adaptive Management”. This led to the setting of unrealistic goals, and resources and timeframes for achieving them were, thus, recommended and accepted. The result was that a small, generally inexperienced CMA staff lacked the skill and confidence to manage the consultants to ensure delivery of useful products. The research reported here turned this situation around. Using an action research approach, seminars, workshops, and one-on-one mentoring successfully led the ICMA staff through the Adaptive Planning Process (APP) (Appendix 1). The APP is designed to build an institutional decision-making culture that is inclusive, interdisciplinary and focuses on reaching consensus on a desired future trajectory for catchment management.
