Training guidelines for implementation of on-farm and on-scheme water measurement and metering
Expanded Title:The fact that South Africa has a National Water Act (NWA) (Act 36 of 19998) that promotes good water management and conservation practices does not ensure effective water measuring. Water measuring is considered a best management practice according to the Water Conservation and Demand strategy (DWAF,2000), which now forms part of the National Water Resources Strategy (NWRS) (DWAF, 2004) but there are no clear guidelines from the Department on how it should be implemented. The NWA and the NWRS need to be followed up and supported by sound measuring regulations and procedures to speed up the process of implementation. A previous WRC project titled “Guidelines for Irrigation Water Measurement in Practice” (TT 248/05) has lead to the gathering of a large volume of information on different measuring devices and their applications. It was recommended that this information should be made available to the WUAs and their members as widely as possible. This project will take the first steps in transferring the technology to the relevant stakeholders by determining the technology transfer needs of the target groups. The irrigation water meter Knowledge Base System (KBS) was developed as part of the same above-mentioned WRC project. The KBS was distributed on a CD with the WRC report but for the KBS to stay relevant, it will have to be maintained and updated regularly. A possible solution to this problem is to seek funding from irrigation water meter manufacturers and other possible stakeholders to ensure the long term sustainability of the KBS CD and the development of a future KBS website.
