The review, re-conceptualization and re-design of the shared rivers initiative programme
Expanded Title:Much of the main results and suggested programmatic approach came from the work done during phase one of the shared rivers initiative, due for publication by WRC. The work was focused on establishing the constraints to achieving the sustainability of the low veld ecosystems. The complexity of the recommendations from the report affirmed the need to focus at basin level, inclusive of transboundary, in order to address the challenge faced by the rivers of the low veld. The key was to suggest a tested framework and self sustaining programmatic approach. Three systems were investigated, and socio-ecological system (SES) or framework was found to be the most appropriate and fitting for South Africa, backed by legislative framework. The framework is flexible and applicable at different scales, from quaternary catchment size to a basin level, covering transboundary systems as well. The Framework was found to encourage objective interaction with all stakeholders, besides the ability to accommodate new demands or pressures, such as climate change, etc. In short, the system facilitates the highly needed dialogue and learning among people operating at different scales and in different contexts.
