Groundwater Challenges in South Africa: Quo Vadis?

During the WISA Conference in Nelspruit, the WRC will host a groundwater workshop on Monday, 26 May 2014. Delegates are invited to attend the workshop to be held at the Cheetah Room as from 13:40. 

The workshop will look at the decisions around access to water which are largely dependent on how water resources are governed. Governance systems, determine who gets what water, when and how, and decide who has the right to water and related services. Who makes these decisions and at what level, who pays for it and who decides how much, what systems are in place to ensure equity and fairness in these allocation decisions and who is responsible for putting these systems in place and ensure compliance and recourse.

These role players are not limited to ‘government,’ but include local authorities, the private sector and civil society. They also relate to a range of issues intimately connected to water, from health and food security, to economic development, land use and the protection of the natural ecosystems on which our water resources depend.

 In South Africa, the mechanisms for the control and regulation of water supply systems are still largely based upon our understanding of surface water sources, and do not, for the most part, incorporate the contributions and dynamics of groundwater resources and their associated aquifer systems. Groundwater resources, whether utilised as the sole supply of water to a particular system, or whether utilized in conjunction with surface water resources, require a unique set of considerations in their development and management.

 The currently limited incorporation of the distinctiveness of this resource into integrated water resource management frameworks, curtails the efficiency of systems incorporating groundwater supplies, complicates matters related to sustainable utilization of the resource, and limits the ability of such systems to respond to exogenous and endogenous stressors, resulting in sub-optimal systems performance and higher incidence of systems failure when under stress.

The workshop will be led by the experienced speakers in the field of Groundwater and water resource management.
