Congratulations to Barbara Schreiner’s appointment to HLPE
On 24 February 2014 the United Nations Committee on World Food Security announced the appointment of a High Level Panel of Experts on Food Security and Nutrition (HLPE), a Project Team for the report on Water and Food Security. Ms Barbara Schreiner, the Chairperson of the Water Research Commission (WRC) Board, was amongst the 6 experts appointed for this mammoth task.
‘The WRC congratulates Schreiner on such an important position and wishes her all the best during her tenure,’ said Dhesigen Naidoo, WRC CEO, upon receiving the news of the HLPE’s appointment.
The appointment follows an announcement made by the committee in its 40th session wherein it requested the HLPE to prepare a report on Water and Food Security for its 42nd session in 2015.
Other newly appointed experts are Lyla Mahta , ( Project Team Leader ) a Research Fellow at the Institute of Development Studies and a Visiting Professor at Noragic , Norwegian University of Life Sciences Claudia Ringler, Deputy Division Director of the Environment and Production Technology Division at the International Food Policy Research Institute, Sheney Varghese, a Senior Policy Analyst with the Minneapolis-based Institute for Agriculture and Trade Policy, Oscar Cordeiro-Netto , a Professor at the University of Brasilia, UnB) ,Brazil head of the graduate Program on environmental Technology and Water Resources , and Theib Y Oweis, Director of the Integrated Water and Land Management Program at the International Center for Agricultural Research in the Dry Areas ( ICARDA,a CIGIAR center based in Amman, Jordan) .
Through a food security lens, the HLPE will focus its analysis on water for agricultural production and food processing, taking into consideration gender-related aspects .More specifically , the HLPE could ,from a food security perspective, assess the impacts of water management practices on food security ,including water usage for agricultural production food processing and other ways of consumption.
These experts will also focus their attention on the sustainability of irrigation systems, the salinization of agricultural land and reduction of the quality of groundwater. The panel will also give appropriate recommendations on food security policies and coordinate the participation of actors in different fields, at all levels and with a long-term perspective.
As part of the panel of experts, Schreiner will bring in her expertise drawn from participating in various positions in the South African water sector. Amongst others, Schreiner spent 12 years working for the Department of Water Affairs as Deputy Director-General for Policy and Regulation. Her contribution in the water sector has largely been on policy implementation, transboundary water management, and gender, poverty and development.
The HLPE was established in October 2009 as an essential element of the reform of the Committee on World Food Security and as a science–policy interface of the Committee. It is directly linked to the international policy platform for food security and nutrition. The key functions of the HLPE are to analyse the current state of food security and nutrition and its underlying causes, and to provide scientific and knowledge-based analysis and advice on policy issues utilising high-quality research, data and technical studies. The HLPE also assists in identifying emerging issues and help members prioritise future actions.
