TERMS OF REFERENCE FOR AN OPEN CALL 

Project Title: Catchment Management For a; the evolving priority in effecting subsidiarity principles in water management

The Department of Water Affairs is developing a vision for Catchment Management Fora (CMF) for South Africa. This evolving priority is triggered by the need for effecting subsidiarity and devolution of decision making in support of overall water management. Hence, although the National Water Act of 1998 doesnot mention CMF per se, the central principle in the Act is that of decentralisation. Three tiers of decentralisation are explicitly mentioned in the Act and those are; the DWA, the Catchment Management Agencies (CMA) and the Water User Associations (WUA). Other institutional support constellations are also mentioned such as Catchment Advisory Committees and Catchment steering committees.
